manamune is pretty cost effective...eventually. But it causes a midgame lull which is its main problem.

For 2300g you get 20AD plus 20AD per 1k mana. If you rush MM, you will thus pay 2300 for 40AD which sucks. (vs 1650 for 45AD BFSword).

However by 2k mana its 2300g for 60AD which is cost effective. Past that, its even better.

BUT, Jayce unlike other champs does NOT take other mana items naturally. Blitz takes Banshee/Heart which has mana and he benefits from having lots of mana with his shield.

----
There are some intermediate steps you can take which are less drastic:

1) Philo Stone - Gives health and gold as well as mana sustain. Can easily sell later on.

2) MP5 yellow and/or blue runes instead of armor/magic resistance/lvl. Depending on who you are laning against (for draft), consider using these rune slots for some extra MP5.

3) Consider 7 Utility. Maybe instead of 9-21-0, try 2,21,7 taking the bigger mana pool and 3 MP5 in utility.

These are less drastic and should be able to help you get extra mana without committing to a 2300g item.

i don't think it's a bad item per say but it's kinda the same issue with ezreal. ur essentially spending ur first 1k of gold on an item that doesn't benefit u at all when ur champion's at it's strongest sure it might be a better late game item or more efficient but it doesn't help u at all in the beginning when u could buy something like say sheen that also gives mana but also brings up ur damage.

It could work in particular scenarios.
You are only leveling Q and E, and therefore cannot take advantage of the W passive.
You are against a high sustain a strong harasser and need to spam Q+E to stay ahead.
You are planning on building TriForce and Frozen Heart.

Manamune highly benefits from champions that have good AD skill spamming and autoattack. So champions like Ezreal and Pantheon will benefit Manamune a lot. Jayce will only benefit Manamune if you level his W passive first.

Judiging by your build, you seem to be going for a hammer/cannon chain combo burst. Items like Banshee's Veil and Trinity Force is more beneficial to him than Manamune if you have mana problems.

Manamune is bad on a lot of champs unless they can benefit from the gain in Mana. There are better way to spend your cash. Like building phage and then working towards BT.

building an unusual item on a champ isnt what makes someone bad; it's how they use it.
