Quebec won't because the laws regarding contests there are amazingly draconian. Good luck finding any company willing to hold one that's valid in Quebec.

TOU and EULA

  • We’re the only ones who have access to personally identifiable information you provide directly to Riot.
  • Like in the privacy policy update, we collect and store payment data.
  • In the event of a dispute, you and Riot agree to binding, individual [url2="http://legal-dictionary.thefreedictionary.com/Binding+arbitration"]arbitration[/url2] of your claims (except for in certain, limited circumstances).

I'm still confused by Arbitration

So, if Riot and I had a dispute, you would bring in a 3rd party to arbitrate it?
How would that work?
Also, what are these special circumstances?

an arbitration agreement just means that if you have a dispute you cannot drag them into court over it

you agree to let an impartial mediator hear the arguments of both sides and make a decision on what to do about it instead

I don't know what these special circumstances are, but these are exceptions that the agreement states you can bring riot to court over.
