AFK checker, redundant time waste

When the afk checker appears, it always wait for everyone to either press Yes or NO. Or until the time has ended where it throws the user back into the queue as every user did not pick something,

- It would be better if it right away registered someones decline and then but the users back in the queue, without checking what everyone else does. As that information is redundant,

Actually the information is not redundant. Let's say that someone declines at 95% of the timers run through. But there are two more people who are afk and did not decline. Those two people get matched again and waste 8 more peoples time again.

Therefore 8 peoples time is potentially saved by the extra second of the timer that the game waits. Not to mention the reduction in matchmaking server load which may seem negligible but with over a million players could actually mean something on some level.
