I think Kog should have an ammo system and Xerath should have a ramping cost, but this works, too...

That sounds like it'd just.. flow better with him, instead of just being down.
Xerath's ult should be low damage but high ratio. I think his ultimate ratio should be 0.8. People dodge his spells easily, and since you have to W just to get range you are left an open target.

Xerath needs...something...to feel like a good champion. This would work.
