I've seen people get pardoned even though I think they should have been punished simply because at first glance, it doesn't look like they said anything. There seems to be some issue where the reported player's chat isn't being attributed to them, and is displayed in black with champion name. From reading the chat, it appears that it is the player in question, as he responds to people addressing him.

At first it looks like he didn't say anything at all in the first game. Then click the All filter and you see this in black:

[00:11:22] stupid ass
[00:17:54] and this dip**** loses to twich of all ppl
I voted to punish, but "Hardly Anyone" agreed, even though he obviously deserves it.
