Various Riot Ambassador Posts:
The Legacy category was designed to be clear about the future of these skins. Many players have asked for past Holiday skins to come back to the store. However, when they were released we announced that they were only available for a limited amount of time. We will not release these old skins because players bought them with the understanding that they will not be appear again.

However, moving forward all new Holiday skins will fit in the Legacy category. This means that they may indeed appear in the store again in the future for purchase.

Limited Edition skins will not be turned into Legacy Skins. When they were released in the store we made it clear that they would not be available again in the future. Our player's have made it clear that this is important to them and helps those skins feel special.

4. Skins released pre-December 2011 will not make a return because this is what we had previously told players when they were announced.

The wording is pretty ambiguous in that it supports both the idea that they won't come back to the store (but through a devious loophole could be released again through some other format), and they wont ever be available again period.

Either way whoever created and posted in that thread expressed a clear understanding of just how important exclusivity is to some of their customers (they even temporarily created an amnesty for the one time refund policy that allowed people who bought the 2011 Snowdown skins for the exclusivity reasoning to make it not count towards that).

Have you as a company changed your ideals so much that you are now considering alienating these people based off a tiny loophole? (Take note that the people who do not have the skin have not been wronged in any way; but would only be receiving benefits, whereas the people who bought the skin for exclusive reasons will be extremely disappointed and utterly wronged)

What I don't think people seem to understand is that the compromise was already made. Limited Edition was abolished for all future skins; we can't really buy skins anymore with the guarantee that they'll never be available again, just that they won't be in the store 24/7 and will come back at a later date. The compromise was the Legacy Program. People getting access to Limited Edition skins isn't a compromise, it's a complete and utter defeat of the other side.

I'm just curious about something. What if, in addition to the skins denoting "old school" status, the limiteds denoted people that were very well liked by the people that play with them? Say you could get a limited skin after, for example, achieving several hundred/thousand "positive reports," where people "report" you for being a really good, positive player?

You seem like a decent guy yourself, how would you like to be publicly seen as a decent guy (or alternately, an old school player, but nonetheless someone that people would want to see in their games)?

Again, just curious.

I don't mind that at all! I'd like Riot to encourage people to be a positive influence in addition to the punishing systems like the Tribunal and LeaverBuster. Having a little gold star in the corner, maybe, saying you earned it for being a super cool guy in all of your games.

Maybe, since the old recolors are considered "Legacy", have a selection of them available after some x number of unique "good guy" votes in the post-game lobby...

The same idea of "offering limited edition skins as incentives for good behavior" can be applied to NEW or existing non-Limited Edition skins; without having to alienate an entire group of people or go back on your word or make use of a very shady loophole.

Acheivment rewards, good behavior rewards, and other like rewards for whatever you can think of, using legacy skins as opposed to limited edition skins, would be the way to go.

Limited Edition, are under an older system that was replaced by the Legacy Skins. They aren't to be re-released.

Likewise, the value of a limited edition skin is not just the RP sticker price. Quite obviously these skins are VERY VALUABLE, or there would not be such a huge clamor for Riot to throw away its principles and re-release them.

Why do I get the feeling people with Limited Edition skins are about to get the ol' Riot treatment (aka bent over without the courtesy of a reach around). Sounds like re-releasing the skins is a done deal, they're just trying to find a way to do it without upsetting the entire player base. This is Riot's true colors, not the "community friendly" image they like to pretend to have.

The community wants them released again, so they are "community friendly" if they do.

Suuuuuuuuuuure, if you buy the argument that whatever the majority wants must be the right thing to do.

As soon as they find the right wording, those LE skins are getting re released. The writing is on the wall. This is the same company that changed Kitty Cat Kat for no reason, changed DV Diana after everyone bought her for no reason and changed the name of Lux's ult for no reason. They really don't care what we think, they just care about the bottom line.

How does changing any of those thing affect a bottom line? Did the price go up or, if you own the skin, did they forcefully take ip from your account once the change was completed??

They've already established the idea that being loyal to their promise as "community friendly" so you are wrong in that respect. They acknowledged that at least a portion of their player base values the Limited Edition skins and the promise that came with them.

What part of not keeping your word concerning something you've sold to your consumers is "community focused"? Sure there are more people that don't have the skin and want it than there are that have it and don't want others to have it, but that doesn't make lying in order to appeal to a larger portion of your community more "community friendly".
