Galio's ult is a constant taunt, not a "taunt or 3 seconds" its a "in this area you are taunted for 1 second" which is re-applied every .1 seconds

Idol of Durand procs spell vamp and Rylai's slow similarly with all area of effect spells and abilities with diminished effect.
Idol of Durand pops spell shield.
Idol of Durand will damage Black Shield and the taunt is negated.
Damage is still dealt if the channel is interrupted or if Galio dies during channeling.
The taunt effect can only be applied once to a specific enemy unit. Champions that prevented or blocked the effect will not be taunted again.
If the channel is interrupted or stopped, all taunted enemy units will have the taunt effect removed.
Tenacity and crowd control reduction will reduce the duration of the taunt.
When the taunt expires enemy champions will continue to autoattack Galio, but can be ordered to perform another action.
Certain champions that have crowd control-applying autoattack modifiers can cancel Idol of Durand while taunted, including Garen's Decisive Strike and Udyr's Bear Stance.
True damage dealt to Galio during channeling is not reduced.

Not true. His ult constantly sends out taunts, but he can only taunt each enemy champion once per ult. The re-applications are only in case someone steps inside the AoE after he starts channeling.

It does block the damage. It doesn't block the taunt because it's a persistent effect in an area.

Some other examples include, MF's ult, Vlad's pool, and Malz's pool.

It blocks the damage, but not the taunt. So, if you are outside the ult when he starts it, turn on your shield and walk in, you will be unaffected.

It blocks Shen's taunt though. It's a little inconsistent at times, especially with aoe spells.
