That's not what it said at all.

It said that if you log into your account in an Internet Cafe, you get to use all champs, and get a 20% bonus. I suppose they are providing incentive to play in these cafes.

At internet cafes you pay to play, most games on the systems you would have to buy if it wasnt at a cafe, so for a free to play game to offer extras when you're paying by the hour to play? Perfectly sensible imo.
