Scorn can be used as an idiom, providing context in a wierd way. "Laughed to scorn" would mean that a person was laughed at in ridicule, or in a deriding manner.

In this case, I think it really comes out as "The outcasted/derided of the Moon".

Kind of. I see what they're trying to say now. Maybe it's just American English, but it reads the opposite to me.
