If the lichbane changes are indeed a nerf to akali I'd call that a good thing, then she can get some changes specific to herself elsewhere.(Hopefully)

Using X at all the places confused me o.0

It means is... earlier the CD written on the sheen was 3 second.
WIth reservoir system, if you bought sheen and did not attack anyone for say 18 seconds, it would store 6 charges (one for each 3 second span you did not attack) Thus, if you used 6 abilities rapidly without waiting for a 3 second gap, you would still do a sheen damage on all those 6 abilities.

With the new system, the charges don't get stored, so if for first attack you did X (fllat damage) + Y (Sheen damage), Sheen won't proc until again after 2 seconds no matter how many seconds you waited to attack.

Interesting they put akali on sale, and then severely nerfed her.

So much for Akali going 20-1-0 in the hands of a player who knows how to abuse Lich Bane, against a team that doesn't know how to counter her.

Akali will still be one of the best bursters, just not unfairly so. She'll still be hard-countered by AOE and Oracle so not much has changed there.
