so they prefer to grab gold the safer and easier way (farming)

to solve the issue of too much farming in competitive games, there are ways, but they would not be perfect and might bring other issues in:
e.g.:
1. give more bounty or xp for champ kills
2. limit the number of wards that can be up at a time by each team. forces the teams to be more careful in farming and open up opportunities for ganking strats.
3. change the layout of the jungle to promote ganking or roaming strats.

I don't see it as a problem at all, competitive games are yes, very risk averse but that's because the cost of dying is high. You lose a lot of CS and give your opponents a lot of uncontested CS.

That means each kill is precious, it's not surprising to see a game go for 20mins+ before First Blood at the top level

But that's what makes it exciting, the knowledge that the game is so close that it's balanced on a knife's edge at this point. That one kill could be the difference between a snowball and not (We've all experienced playing that Jungler or Mid who needs kills to hit their critical points, and you can't get the kills).

Think of it like Football compared to NFL.

NFL is so high scoring the points themselves don't really matter. But a goal in Football can be something you remember forever!

honestly it depends on the champion someone like veigar is going to rely somewhat on farm for ap but since he's got reliable farming skills and his nuke is amazing he'll get a reasonable amount of kills as well. but someone like say kassadin, akali or katarina is going to rely more on kills for farm since they can't farm as easily or it's just more efficient to kill an enemy rather then spend time slowly gathering farm. a kill's worth roughly around 15 creeps/23 if ur ally has an assist so it's a nice chunk of gold income if it's reliable.

yes but at low elo you can capitalize on the mistake of the enemies easier by collecting easy kills than say higher elo games but as you climb the ladder it's gonna be harder to get free kills so the only way to get advantage is by farming better.
