It's something new added to skills like malz and warwick's ultis that make them unaffected by summoner spells, so people can't cleanse out. I believe it also becomes unreduced by mercury treads.

9. What is this suppression thing everyone is talking about?

Malzahar is no longer going to stun with his ult. He's going to have a new type of debuff called Suppression. What suppression does is makes you unable to move, attack, cast and also locks your summoner spells from being cast for the duration. However, Quicksilver Sash will still prevent it. It will also be unmitigated by Mercury's treads as it is a debuff type not covered by it. Warwick might also get suppression on his ult, but we might reduce the duration or nerf him in another way to compensate.

Basicly it's a debuff that makes sure that the ult makes it's full duration.
