I think its time for Riot to promote good behavior in the League along with punishing those who are considered to be "toxic" to this community.

I remember a few months back (think it was Feb) when they awarded 450rp to each account that has never received any type of suspension. I'd like to see that concept taken one step further. Too many people believe being banned is no big deal, and that if they get perma-banned they can just create a new account and start the behavior all over again... Qualifications to become a +1 member would include:

- reaching a summoner level of 30 without being warned or punished for "toxic" behavior (i.e., language, abuse, intentional grieving, or frequent leaving reported by leave buster)

- from the time of the accounts creation 1 year of good behavior must be accomplished before you are inducted.

- You must have at least a semi active account during this time (no trying to ignore that account for extensive periods of time to try and receive the reward)

- The reward could include RP and IP boost pack, along with the honor and responsibility of having your vote in the tribunal count more then non-members.

- For each year you continue your positive behavior you will earn an increased reward

- Riot would be allowed to verify your IP address against those who have received bans to ensure you aren't just pretending to be good on one account while being toxic on another. If they find that the account shares the same IP as that of an account labeled "toxic" you will immediately be stripped of the chance to join the +1 membership.

If someone is found guilty of violating the Code or Terms of Use, and punished for the 1rst time, send them a warning informing them that the next time they log in will start a 2 week probational period.

- During this time, at the end of every match, EVERYONE will have to vote on the persons behavior.
- If at least 60% of the votes say they behaved themselves and there were no issues, then they are released from their probation.
- If however, they only receive 59% in their favor, Reds will review at least 3 of the games where they were reported for toxic behavior and make a call on whether or not to immediately perma ban the account.
- If they pass (either because of votes or Reds decision), that was their 1 warning, and a 2nd punishment is immediate perma ban. No more 3 strikes and your out, it gives toxic players more time to infest and corrupt the community.

Seriously though, +1. If you give people something to strive for and remind them what's on the line people would be less likely to go around being d-bags.
