Ummm, wrong... abusing something that alters your personality is way worse than abusing something that makes you happy, hungry, horny, and sleepy...

Not to mention the abuse of the first said (legal) substance does more physical damage to the body than does the second substance. Never mind that 80% of crimes have the first substance involved in them and the second typically isn't involved in any other crime than possession of the second substance...
