Armor isn't as useful against minions since it reduces damage by a percentage, and minion damage is very small to begin with.

If you have armor that gives you 10% damage reduction, and a minion does 10 damage on you, you will take 9 damage.

If you take Tough Skin, you'd take 8 damage instead.

In contrast, taking 100 damage with 10% damage reduction will make you take 90 damage, but if you have totally flat 20 damage reduction, you'd take only 80 damage instead.

I was thinking, +2 armor for ranged champs, -2 dmg for melee (cuz they get hit by minions more).

+2 Armor is more practical reduction all around, assuming that those 2 points of armor are shielding against more armor pre-100 points of Armor or essentially being about a 1% damage reduc to physical damage from all sources. Of course fudging the approximate numbers here, but it's all technical mumbo-jumbo from there.

On the flipside however -2 damage from minions and monsters is theoretically more practical for a high-aggro playstyle. As assuming each caster and cannon will hit you once per aggro and melee minions will hit maybe once or twice for about 10 damage blocked per poke. Even more practical for the jungle where the primary enemy is in fact minions and monsters. And a necessary component for the 6 damage to minions and monsters upgrade mastery.

Me personally, I prefer Armor in most cases as it's easy to not draw so much aggro if you take care. However, you can do much more fun things with the -damage from minions, like stand next to an enemy inhibitor with only armor-type items, damage reduction as Eve and stall about 30 minions, auto-attack clearing them without taking damage, minus the bigguns. (It takes a bit for enemies to notice sometimes that you're stopping all minions from getting to their lane.)

Also, 3rd tier mastery for -2 damage from all sources is much more practical than either.

Too many variables. Are you laning, or jungling? How many points are you putting into the defense tree?

The -2 Minion damage, it really helps in lane, A LOT, believe me, when you aggro the creeps while harassing, the damage you block will be much more useful.
