When I first saw this post I was against it, but with the following idea it would be a decent change:

Players continue to log in as they always have, friends lists are retained and no server transfer. However, after champion select is over and before the game starts loading, the game would intelligently choose which server to host the game on based on the average ping on each server (totaled between every player). This would, on average, decrease the ping of players across the country. Of course, more servers could be added in the middle of the country to increase consistency.

There are a couple obvious problems with this idea.
First of all, it would likely require large changes in how riot operates their servers (on the software side).
Secondly, this may end up confusing players and causing them to miss skillshots that they incorrectly predicted based on what ping they're used to. (I have a friend that switches between the euw and na servers, and, while this is a more drastic change, he has to take time to adjust his playstyle.)

Anyway, I'm pretty sure this would largely fix the latency concerns if there were more than just two servers spread evenly across the map.
