Main problem with this, beyond it likely being irritating, is that as soon as you choose a direction for the map to rotate, you no longer have a map that is fair for both teams. If it rotates clockwise, then the team on the left can just hold the 2 points on their side of the map, wait for the map to spin, then go grab their own bot to have an easy 3 points, and the opposite is true if it rotates counter-clockwise. You could make it more fair by having it alternate rotations, but then you're just forcing the game to be very swingy based on external factors and likely far less satisfying to get that 3-cap when the game basically just hands it back and forth.

Really, I think the best solution is to make it faster to go between top and bottom, either by reducing the vertical size of the lower jungle, or increasing the speed bonus of the bottom speed shrine (which would also make ganking even stronger, so maybe make it a small visible area to make people have to choose between a less-obvious gank or a less-escapable gank). The other alternatives would be to increase the incentive to be bottom, maybe by increasing the value of the quest buff and making the quest always bottom, or make a 2-man bot more viable by increasing the number of minions per wave bottom so it's easier to push down a point with a wave too big for a single person to quickly clear. But, you know that would likely turn into a carry and 0-CS support unless you somehow forced the minion gold to be shared, similar to how gold for capping points is shared.

It would be spinning 100% of the time, and change direction every 2 or 3 full rotations.

You could always stop doing that. It's not ALL about top. It's ok to try ganking bot or backdooring or sitting in the jungle to catch an enemy off guard. You don't always have to rush top...

This is the problem, though. Dominion ISN'T fine. It needs work, and we need Riot to know it needs work sooner than later if it's to be recognized as a legitimate game mode.

All you guys have from Morello right now is "Dominion needs to grow as a game mode right now. We need to do some work on it, but it's not high on the priority list." Or something along those lines. If something's to be done, it needs to BE high on the priority list or else Dominion may be the next Twisted Treeline.
There's a lot of good about Dom, but currently something about it turns most of LoL's playerbase off. Possibly the bruiser dominated metagame, possibly the score system, who knows. But huge queues for high level players don't lie.:/

Granted, the whole spinning platform thing would defeat the whole design of Dominion. Suggestions like this might not be most practical, but it's at least something though.

The primary thing 'wrong' with Dominion is that it's different. It requires a slightly different set of skills and a COMPLETELY different strategy set. It is my opinion that the 'majority of the LoL playerbase' comes in with SR skills and tries to play Dominion the same way, gets crushed, and blames the game mode.

Learning is hard. Besides minor tweaks that should be done, the only way to attract more players is to promote and educate.

The mere mention of the 'bruiser dominated metagame' shows this, because 'the majority' wants to be the carry, and when they take their squishy ranged AD in, build glass cannon, and die repeatedly, they don't adjust their build. They blame bruisers. The point is, a balanced team comp is just as powerful on Dominion as it is on SR, assuming players of equal skill.
