Can rioters see pre and post game chat? i ask because i want to know if i should even bother reporting them for something if they do it in the pre or post battle chats.

No. Because it uses different software its not compatable at present. If you want to report for Pre and post game chat, take a screenshot and lodge a support ticket. Customer service generally act pretty on those types of reports.

screen shots from a game screen at 7:35pm yesturday are rather scarce at the moment ;P good thing to know for future events though.

A screen shot that is sent in by ticket is handled directly by RIOT CS and does not need the tribunal to intervene. Also that player loses access to their acct much quicker. These things tend to be much easier to deal with in this instance vs tribunal where you need more votes allowing that player to ruin more games in the mean time.
