Also, they wouldn't exactly have to throw money at the map to raise the popularity, just feature it a lot more than they are now. Start it out as say an opening event for a much longer 5v5 tournament, matches would be short and it would work perfectly. Eventually it becomes a much larger playlist. Not as big as SR, but still, there is definitely somewhere to start and Riot has yet to even seriously think about shining some light on the map.
You're not listening because there's an answer you want to hear. It is ludicrous to assume that

- If the most obvious problems are fixed the map will be good competitively. We have no way of knowing this because the map has never had it's obvious problems fixed. It's entirely possible there are other, non-obvious ones that might be just as serious.
- Those fixes are as trivial as you imply. How do you fix the strength of level 2 ganks on this map? Should dragon give less rewards, or be stronger, or both? The camps need to be completely remade, how should they function going forward? Those are not simple problems.
- That the potential of the map is somehow relevant when we are not playing the potential, we are playing what we have right now.
- Riot has yet to seriously consider shining light on the map. You have no way of knowing this. You assume it because it supports the assertion you wish to be true.
- There need not be competition between TT and SR. You can just sort of slip TT in during the pre-game. If you think about the logistics of this it's easy to see how absurd it is, especially in the context of lans.

Buff camps: Make them initially both spawn the green buff, rotating to the white buff and back every 3 minutes after the camp is cleared.

Creep camps: Bottom camp: Blue/small red creeps, always spawning on the same 1:40 timer
Top camp: Wolves, always spawning on the same 1:40 timer

Dragon: Possibly lower the gold rewarded to 180 gold and lower the spawn time on dragon to 4 minutes down from 5.

Not sure exactly how they would come up with a solution for level 2 ganks. But other than that, the above solutions, in my mind at least, would play out pretty well. Of course there would need to be some testing and tuning but it's not like we're turning the whole map upside down here.
