What's the difference between spell range and autoattack range?

I noticed when I was playing Annie earlier that I could autoattack something, but if I tried to Q them, I would have to take a small step in first. Both are stated as 625 range. This leaves me with several questions.

1. How are autoattack range and spell range calculated differently?
2. What's the difference between the two (in terms of range discrepancy)?
3. Why does this discrepancy exist?

1. There are numbers on Lolwiki.com.
2. Nothing. they're just ranges, just like Arcane shot has a range of 40 yards and kill shot has a range of 50 yards.
3. Balance.

Imagine if both you and the target are circles.

AA range is counted between the edge of your model and the edge of the target's model.

Cast range is counted between the center of your model and the center of the target's model.

Spell range is measured from the center of your hitbox. Attack range is measured from the edge.
