There are tons of lane match-ups that essentially require the jungler to make his presence known or even an adjacent lane to collapse in and gank the greedy pusher. The thing about many of the pushing champs is, they live and die on just how agressive/greedy they can be.

Take mordekaizer for example: He has a shield based on how much damage he has done over the last few seconds. If you catch him between waves of farm his shield is down and he is quite a bit easier to gank (early game). For that reason you'll find a lot of good mordekaizer players farm their wraiths (often yours too) regularly on top of creep waves.

Look for regular intervals like that to exploit. Have a coordinated strike ready to set them back as much as possible. Being so reliant on pushing may seem like the best thing ever, but if they become underfed and underlevel that pushing mechanism is going to make them fodder as the game progresses.

TL;DR: Use any tools and teammates at your disposal to take advantage of the enemy pushing. If you can't punish it at all you probably need to switch lanes with someone.

This.

If you don't like to rely on your jungle to give you ganks, you especially should not be playing mid. That's one of the lanes that often needs jungler support for early-game kills, unless you're playing against someone far below your skill level.

Also, you could try to force them out by smacking them every time they come up for last hits. In the very least you'll take a few chips off of their green bar and make them think twice about farming your minions.

Pick a late game champ that is happy to farm safely. Karthus or Kog come to mind.

Well if you have a jungler and they are constantly pushing the lane than that is the perfect opportunity to gank.

Other than that there isn't much you can do. The jungling meta was made to counter this technique and without one its hard to beat.

If you have a surprise burst you could unleash it when they start getting cocky. Cass with a flash ult, Veigar stun, Le Blanc combo etc.

Also if you practice last hitting under the tower they wont really get an advantage for pushing because you'll end up with the same amount of cs. Generally you hit caster minions once, tower hits them twice than you last hit them. For melee minions let the tower hit them twice then you last hit them. For some particularly low ad champs this may be hard so invest some masteries in increase ad or damage against minons.
