This is why most people will never have a case in Tribunal; because it's so damn hard to get one there.

Also the punishment is usually warning >> 1 day >> 3 days >> 1 week >> 2 weeks >> audit for permaban.

By the time permaban comes along, there are always at least dozens to hundreds of reported incidents.

riot never reviews...

everybody gets banned for silly reasons.
Trolls review tribunal and spam punish button for fun.

in one word "Tribunal Sucks"
make a premade 5 vs 5, turn all chat off, ask u r friends to report you on purpose even if u ashere to summoners code.

if u r friends write comments like afk , negative attitude guess what " you will get banned".
It is proven ..if u get majority punish votes u willg et banned because nbeither riot nor summoners review chat or take a look for 30 secs atleast.

Im switching back to DOTA 2. just because of this tribunal system.

The Tribunal is a system introduced in May 2011 by Riot Games to help discipline players and keep the community in check with the help of their peers.

When a summoner logs into the Tribunal, they are assigned a case to review. This case includes another summoner who has been reported, for any number of reasons, on multiple occasions. The summoner reviewing the case is given chat logs, game statistics, and report details to help them decide if the offending summoner should be punished or pardoned. A summoner can also skip a case if they are unsure or uncomfortable choosing a verdict.

Any summoner level 20 and is not currently banned by tribunal before can participate in reviewing Tribunal cases (NOTE: the wiki says "has never been" in place of the bolded text but that is apparently inaccurate).

A summoner can review up to 15 cases a day (this may vary from time to time). As a reward for their participation, summoners whose votes coincide with the majority votes on cases will receive weekly bonus Influence Points for their time and they will gradually get more cases per day. Rewards are given weekly, after the judgment period on the cases ends. On the contrary, if a player repeatedly votes against the majority, he will lose the access to the Tribunal. This system is used to encourage players to read thoroughly their assigned cases, instead of blindly punishing people. The average award for tribunal per case is currently at 5 influence points.

The following actions are violations of the Summoner's Code and considered punishable offences:

☹ Explicit use of hate terms, racial slurs, cultural epithets, etc.
☹ Players who deliberately and viciously insult other players.
☹ Repeatedly negative, nonconstructive attitudes.
☹ Players whose teasing crosses the line, and who persist after being asked repeatedly to stop.
☹ Deliberately disruptive gameplay, such as intentional feeding or otherwise assisting the enemy team.
☹ Offensive summoner names.
☹ It is important to note that occasionally having bad games is not considered a punishable offense, but it is possible to receive suspensions if deemed appropriate by a riot customer service representative as stated in the Tribunal FAQ.

When a summoner's case receives a certain number of "punish" votes, (a number not divulged by Riot) they receive a punishment intending to deter this behavior from happening again. Possible punishments include a warning, suspension, name change, or in severe cases, permanent banning. Every action taken against the player is automated, with very few exceptions depending on the severity of the case. Under special circumstances, Riot Games can even veto the verdict of the Tribunal, but appeals are not possible as customer service responds to requests for information with premade messages.

III. THE PROCESS

1. A summoner files a report about another player at the victory/loss screen at the end of a match by clicking on the report link next to the accused's summoner name.

2. Tribunal members review the report and votes on whether it should be punished or pardoned. It only takes one person per match to report a violator. Multiple reports on the same match do not stack but may be useful in giving the Tribunal members more details regarding what the accused may have done in the match to violate the Summoner's Code.

3. The accused either receives a punishment through the system (in most cases) or has his/her case file looked over by the appropriate Riot staff for final review. Case files that are looked over by the Riot staff are often either so severe that they warrant perma-bans or are special cases in which accused have sent a ticket to support for help. An example of a special case may be the changing of an offensive name to an appropriate one.

So let me get this right...

You have a guy like me (an example) who has spent over TWO THOUSAND DOLLARS on YOUR GAME.

You get a PETTY 15 dollar reverse because of something (most likely my bank, their idiots, no offense, but when you freeze my account because I BUY something, come on, who does that?)

But just saying, 15 dollars.

According to YOUR rule, im permabanned. Instantly. No exceptions.

And with this information, I think ill be taking my card off of your game until you can provide me with a reply, but you wont, because your riot, and you never seem to reply to anythign we ask you for, even when its a legit question about defects like me having to repurchase champions ive already bought.

Anywho, waiting till I get a reply to spend anymore money now.

With a transaction-related permaban, you can contact Riot Support to straighten things out.

Unlike a Tribunal-related permaban, you could have a transaction-related permaban overturned through communication and cooperation with the Riot staff in charge of fixing these kinds of problems. Whether the ban is lifted depends on what actually happened though.
