For example: "haha, Brand got carried hard!"

The player who is "being carried" is someone who the insulter is claiming to be unskilled and merely won because another player "carried" his team to victory. People usually say that when they feel that the enemy team is composed of generally bad players but was saved by someone making good plays/calls, or when an enemy player taunts their win and the losers attempt some rebuttals by claiming he isn't actually skilled enough to win like that and was merely helped along.

The term came from its visual description. Imagine a strong person carrying 4 people on his shoulders. The 4 people don't need to do anything, and that one person literally carries them to their objective. In LoL, a person "carrying" is a person that is either strong in items, and/or strong in skill level. He will deal the most damage or make the smarter plays that will bring your team victory. But the term is usually used as an offensive term now, unless referring to the different roles such as Ranged AD carry.

I get carried all the time. It's okay, every once in a while I get to carry other people too.
