Actually queue dodgers are probably a bigger deal. And riots current fix of dropping ELO may be causing problems for some players.

That is to say that trolls and AFK players will tend to lose games for their team and drop in ELO. They will do this until their trolling and AFK is not detrimental to their teams success. If you're a player who does not troll or AFK then you're less likely to get a troll or AFK on your team as compared to the enemy team.

But this is not the case for queue dodgers. If people are dodging games regularly then they will actually end up stabilizing their listed ELO at some value below their true skill. If you do not queue dodge then the chance that the other team, given that the game is played, gets someone who dodges other games is higher than yours.

This means that if you are not a queue dodger you're being systematically penalized by the matchmaking system. Because the matchmaking system attempts to select people who are of the same listed ELO there is a higher likelihood that the other team gets someone whose listed ELO is below their actual ELO. Or "assuming you are at your proper ELO and you're matched with people of the same listed ELO your chance of winning is <50%".

The assumptions of the system indicate that people will fall in ELO until their chance of winning is roughly 50%. But depending on the distribution of the real ELO of queue dodgers [and how much they dodge and how many of them there are] it may not be the case that games get appreciably easier for certain ELO ranges.

That is to say that the queue dodge ELO penalty can induce ELO Hell for some players, especially more consistent players (who are not especially good, but not similarly poor) since they're less likely to have streaks where they carry themselves out of the problem range

I'm guessing the new penalty will be a longer time ban from playing ranked. Am I right?

I agree with this change. Being able to escape from a game you know you are going to lose without losing ELO to do it is a far better solution, even if there is some time penalty. Please though, make it so that the dodge is separate for ranked and normals, so that if you are forced to dodge due to a troll, you can still go and get practice while you wait.

The arguments against queue dodge can be summed to "I deserve free ELO when the enemy team gets trolled".
