Why is Xerath underplayed?

Hi, I've faced Xerath's mid a couple times and he's a ***** to lane against. However, I hardly ever see him and he's rare in competitive play. Why is this? Also is he worth getting?

AP kog can do the same thing as xerath just much better

I just picked him up. He's pretty fun and his combos are extremely powerful. Couldn't say why nobody plays him.

Oh yeah, he relies on positioning too, without some kind of gapcloser (save for flash).

He actually needs some practice to play well. You have to learn his mechanics and perfectly feel his ranges.

You are levelling W last if gap closers are killing you. He outranges everyone and even gives Kog a run for his money if there's no teammates around to gank him.

Personal preference probably plays a big part in it, why would I want to play Xerath who I personally don't find as fun as some other AP caster?
