Yes. He's an old champion so even though it appears to be a proc-based effect (which does not apply Rylai), it's treated as an AoE spell for the purpose of applying Rylai's.

and gives you the multi-target slow rate, which is less than that of mallet by a fair margin

not that rylai's is bad on him just saying these things need to be considered

Since for the purpose of Rylais, yes, vorpal spikes ARE a spell, they deal magic damage so they apply Rylais slow, though in the AOE version of it since the spikes don't give a **** on who they hit.

Unless they fixed it, Vorpal Spikes procs on-hit effects. Why not just build a Mallet if you want a decent slow?

Because AP increases feast damage, and tanky AP is decent on him. RoA, Zhonya, Crystal/Abyss Scepter.

Of course, I prefer five warmogs + impaler.

the damage from vorpal spikes doesn't proc on hit effects. If I have a frozen mallet and attack a creep in front of you, you won't be slowed by mallet, only rylais. It's just aoe spell damage.
