Is there a way to check ping to Riot servers before starting the game?

I'm from Eu, and I started playing LoL when EU servers were not implemented yet so naturaly I have about 200 ping, but sometimes it jitters to 300-500ms for unknown reason, but I can see that only when I start the game by CTRL+F, which is unfortunate because I wouldn't even start a game if ping is bad at that time.

So, Is there a way to check ping to Riot servers before starting the game?

Goto custom and play 1vs1 with a bot. Quit as soon as the game starts

You could probably check the resource monitor (through the task manager) while in a game to see what IPs league is connected to, write them down, then ping them (through the command line) whenever you wanna check your ping.
