Riot's goal for Dominion was to be "Fast and Fun!" With that goal in mind they wanted people, all around, to be a bit more squishy so battles where more fast paced. Hence the two pen auras and the removal of the best in slot HP item. Ridiculous sustain also combats the idea of players being squishy, so it's not surprising there is healing reduction in the aura.

The Crystal Scar aura is an attempt to balance champion types, not whimsically make Dominion a lulz-fest. Tank items are cheaper than damage items, but unlike in Summoner's Rift, tanks are not nearly as poor as damagers. If tanks could spend what is nearly the same money with as much efficiency as damagers, they would be very OP.

Also the reduced healing doesn't reduce it that much to be honest...

Shields are a substitute for HP.

And since armor and mr effects are reduced, your effective HP is also.

This includes shields.

With high healing and health regen it's easier to regen to full after a skirmish. With the global debuff you have to actually recall after a fight in some cases where previously you might have just regen'd back to full health.

The simple idea is that Riot doesn't want one champ to be able to 1v2 (or 2 champs to 2v3) defending and hold a point indefinitely. If you survive that battle, you need to be wounded enough that you couldn't do it repeatedly.

1 top defender, 1 bot defender, 3 roaming (or 2/2/1) works well enough, but if you could easily keep just that up for 10 minutes we'd have a lot of boring games. So the Aura makes sure that everyone gets damaged and no one sustains indefinitely. (Or that if you build up to that, you become useless in battle.) Mostly it works. Yorick & WW are a pain because they can keep up sustain+damage without much effort.
