How does pick order in draft work?

Friend and I played about 8 normal draft pick games tonight. We were the last two picks in 7 of them.

Did the same thing last night.. had roughly the same ratio.

Its actually pretty **** stupid that we cant get the first picks at least half the time.

So whats the deal Riot? How does this system work? Cause it seems to me that there might be a line of code in there somewhere that says something to the effect of "in case of Damoklese, set pick to 6".

I believe it orders people by their relative ELO. So the first pick is in theory the one with the highest ELO. I could be wrong on this, but then it would make sense that you and your friend were usually last, because two people duo queuing together get an artificially inflated ELO ranking for matchmaking because of their implied coordination. (So, you're being matched as if you were higher ELO because you're a duo queue and not solo.) I could be wrong, though.
