I'm curious. I have never encountered a Rammus who made me think the champ was OP.
I assume it is one or all of:
- WM cap at start
- speed for safe BDing
- point defense
- bot ganks
- 1v1 potential vs AD

From what i gather its his speed, his taunt and his thornmail. Basically if he wants to he can counter AD champs pretty hard, and there are a lot of AD champs in Dominion.
I like to think that it's because of his movement speed and countering AD champs.
A lot of people like to play AD champs on this map, so when they go against something that hard counters their champ, they're like to shout out "OP!"
Then the movement speed + back capping servers to disrupt uncoordinated teams, which can be pretty annoying.
So it's not so much that he's OP, it's just that it's very likely the people on your team won't be able to counter him. And he offers quite a bit to the enemy team if they get him.

being outpicked does not make a champ OP.
you make a diverse team so as to cover weaknesses. Otherwise 5 ranged AD would be the only way to go.
A Rammus with a brain is annoying a F- to deal with.
He's a strong pick, but not ban worthy.
Since when is Rammus not ban worthy?
all these low ELO people going "he's not that bad".
He is counterable.
But he puts out a very large amount of threat level, is very tanky, and has a strong set of disables. And he is a very mobile champion. All this adds up to making him the most valuable disruptor
