I've been playing ashe for two years now and I have used a few different build types but I was wondering what is considered the "BEST"

Best is relative. Runes are there to suit your playstyle.

The most common would be:
Armor Pen
Armor
Magic Resistance Per Level
Attack Damage

Last one I read up one was " Armor pen Marks and rest Crit Damage

Crit damage is terrible. Seelyon's is the standard, the only thing that i might change is getting MP5/lvl or HP/lvl seals instead of Armor Seals.

Don't know if this is much of a good one, but it can apply for ranged AD characters (my friend has it and he seems to play Ashe like a boss, but he also has his mastery pages full mostly in the offence):
All the primary (red): Greater Mark of Strength
All the secondary: Greater Seal of Alacrity
All the primary (blue): Greater Glyph of Shielding
All the purple: Greater Quintessence of Swiftness
They're all tier 3. So you have to save up quite a bit >_> Ashe is ranged AD so it pretty much works. You just need a good build and you can melt faces. If you can get better though, do get it. Much more IP, but is worth it because then you really melt faces. If you have your mastery pages, it really helps too.
Just if you plan to get ones that cost more, then try to stick with those unless you don't mind the other ones .__. I have like OCD with that **** so I'd have to make them all the same if I plan to get it like that.
