You outscale him pretty hard after ~10 minutes into the game, until then you just have to play smart and call for help a couple of times.

For starters, you get more flat mana from a Tear, and as it builds. The mana regen doesn't matter as much the longer the match goes on, because a high mana pool plus Crystal Scar Aura makes it very difficult to go OOM.

The secondary benefit from getting a Tear is that you can build it into a Manamune, which is an incredibly good item to have on Urgot. You can't build anything out of a Chalice.

Took me awhile to figure out how to defeat Heimer, for a long time I couldn't hold it against him, but after facing him a bunch you get the hang of what he can do. For the begining of the game he can push you hard, but get someone to gank and help you out until you get your items. Once you get your attack items all you have to do is get him once with your Noxian Charge and he dies to the Acid Hunters.

Camp the speed shrine against Heimer as Urgot, and force the fight behind his creep wave. Once you get a couple items it's an utterly trivial match-up, because he can't fight you and thus can't get anywhere near the creeps.

You're not sitting in lane trying to out-push Heimer by killing minions, are you? Urgot beats most push champions by forcing them off the creep wave, not by out-pushing - though you can push pretty hard with a Manamune and CDR, if you are so inclined.
