1. What is jungling?

2. How do you do it?

3. What champions can do it?

a) What items do I need for said champions?

4. When is it beneficial?

a) Certain champion combos where it is very helpful

b) Is it beneficial to do it at low elo, medium elo or high elo?

1. Jungling is killing the minions that do not spawn in the lane. It is usually referred to like the first 10 minutes, which is when you basically just farm to get items for mid game.

2. You do it by going in the jungle and killing the minions there.

3. Every champion can do it, but some of the best are Warwick, Udyr, and Fiddlesticks.

4. It's beneficial always. It opens up a second solo-able lane and gives you good map control.
a. Anytime you have two carries that are good at soloing mid.\
b. All ELO. But it's much easier at mid and high elo, because you have the runes and masteries to do so.

This is a guide for all you need to know about Jungling, and gives you some layouts on where to go and stuff. It answers all your questions too, specifically.

1. What is jungling? - Jungling is the act of sending your champion to fight the neutral camps in the "jungles" between the lanes, rather than into lanes, as their source of early experience and gold.

2. How do you do it? - Simple. Rather than going into a lane, go into the jungle. You need to be specifically set up for it, and make sure you clearly announce it to your team, so that they know to expect it and there is someone who can handle a 1v2 lane and no one else trying to jungle. The easiest way to do it (almost anyone can) is by starting with a Cloth Armor and the rest of your gold into 5 HP potions, with maxed Defensive masteries, Heal, and Smite. Your runes should be set up with Armor or dodge in Seals, HP in Quints, and likely Attackspeed in Marks (will give the most benefit against neutral camps). Quints can be mana regen, magic resist, cooldown reduction, whatever, it won't help your jungling amazingly much any way. It's generally best to start with the Golem or Lizard Camp, as you will level up after clearing this camp assuming you have the 5% experience mastery from Utility, and the buff they give you is very beneficial (start with Golem if you are using a champion who depends on abilities, and Lizard if you depend on attacking). From there, work your way through the other camps, smiting generally as soon as it comes up in order to get it on cooldown faster. Go back to base whenever you are low (you have this advantage over laners in that you don't have to worry about your lane). Items that help jungling include any armor item, but particularly Madred's Razor, and lifesteal items. However, do not jungle the entire game. Once you hit a decent level (generally 6, but if you can earlier, by all means do so), you are going to want to try and gank. Find a lane that really needs your help, generally one that is far pushed, often the 1v2 lane. Communicate with the champion(s) in that lane as to what your intentions are, ping one of the enemy champions, and let hell loose. Ideally, you will kill the champions in that lane, help your allies take the tower, and then disappear again. Jungle a little bit more (refreshing your buffs), and then pop out somewhere else, ganking again.

3. What champions can do it? - The champions that are the best at it are those who have natural lifestealing, damage mitigation, or healing abilities and good output, particularly versus creeps or AOE. Melee champions tend to have better drawn out damage output and survivability, and can often struggle in lane, and frequently have mana concerns that can be rectified with golem. Also ideally, they should have some sort of ability to close the distance and deal high damage or disable, enabling a gank. Some of the best are:
Shaco (can distract and put out a lot of damage with Jack in the Boxes)
Yi (AOE with bonus damage versus creeps from Alpha Strike, healing from meditate)
Warwick (natural lifesteal from Passive and Q)
Malphite (AOE from W and E, damage mitigation from passive)
Nunu (high creep damage and healing from Devour)
Amumu (AOE from W and E, mitigation from E)
Jax (Mitigation from dodge, AOE from Empower and Counterstrike)
Eve (Mitigation from passive, AOE damage from Q)
Poppy (Mitigation from Paragon and passive, high damage output from Q)
Taric (built-in heal, armor, AOE from shatter)
Fiddlesticks (natural lifesteal, AOE in crows)

a) What items do I need for said champions? Armor is often a good start, Heart of Gold or Madred's Razor tends to help, Vampiric Scepter, etc. Make sure not to totally ignore offensive potential, as you need to be able to gank successfully at some point.

4. When is it beneficial? - You have two champions who can benefit from solo experience, one of which can take a 2v1 lane without too much trouble. The overall experience gain for your team means you will have a powerful midgame, so a team geared towards wining the midgame would be the way to go.

a) Certain champion combos where it is very helpful - Mordekaiser is a good pairing with a Jungler, as he can take a 2v1 lane and push it without much risk. Heimer is another champion who can do this.

b) Is it beneficial to do it at low elo, medium elo or high elo? - Probably best at Medium ELO. At Low ELO, the 2v1 will get overrun too easily. At high ELO, you'll get ganked while trying it, as they'll be prepared for it.
