Graves bomb+Lightbringer?

So I noticed today that if you have a lightbringer, and graves drops a smoke bomb on you, the targets which you should have vision of are no longer visible.

Smoke bomb says "[enemies] will have their vision reduced to only what is inside the smoke cloud and enemies attacking them, everything else will look like it is in the Fog of War."

Lightbringer says "Your basic attacks grant vision of your target for 5 seconds."

Now with lightbringer, when I shoot people, and they try to juke or go into the fog of war, I can still see them.

So is the ability making it "reduce vision to only whats inside the smoke cloud" superseding lightbringers ability to grant vision of targets?

Is this working as intended, or is it a bug?

Pretty sure it's working as intended. The smokescreen functions like a mini Nocturne ult and Nocturne's ult > all forms of vision.
