Her ratios are all average except her E actually, but they should be above average since they all require you landing more than one hit to get the maximum ratio out of each spell. Leblanc has a 1.0 ratio ability for her one skill shot which is a snare into a root. Ahri has .64 on her Q if both hits land.

Oh, another thing that bothers me is that she does not have a single unique spell in her kit.

Q = boomerang blade half magic half true damage with a lower AP ratio than the AP ratio on boom blade, nevermind the AD.
W = 3 charges of swain ult (best offensive spell in her kit)
E = hard CC dark binding with 300 less range
R = 3 charge arcane shift

Passive = gimpy morgana passive

Let's do a real math comparison of her AP ratios.

She was advertised as an assassin, so first let's look at her ratios for single-target, single-rotation:

0.64+0.76+0.35+0.3*3=2.65 damage per AP.
Compare that to Kassadin: 0.7+0.7+0.5=1.9+0.15*(number of melee attacks for his W)
Or LeBlanc: 0.9+0.9*1.4+0.6+1=3.76 (theoretically at some level of AP you could do more damage ulting E instead of Q, but this is the standard rotation)
Or Akali: 0.8+0.3+0.5*3=2.6+whatever her passive winds up giving her

If you want to look at sustained damage against multiple targets (effectively playing her as a poker), accounting for cooldowns and assuming every spell hits maximum targets for maximum damage:

5*2*0.32/7+3*0.38/5+0.35/12+3*3*0.3/60=0.76 dps per AP
Compare that to Cassiopeia: 5*0.9/3+7*5*0.15/9+0.55/0.5+5*0.6/110=3.21 (wow, but good luck with getting that)
Or Morgana: 0.9/11+5*5*0.2/10+5*2*0.8/100=0.66 + 0.7/15 shield per second = 0.71 (also - good luck getting their whole team to sit in Tormented Soil for the whole duration)
Or Janna: 5*0.75/10+0.8/8=0.48 + 0.9/10 shield per second + 5*4*0.35/120 heal per second = 0.62
