Okay, so, Thornmail... Everyone loves Thornmail right? This item needs to get one of the following treatments:

A big gold cost increase: Being one of the three "Big Armor" items in the game (The other two being FH and Randuin's), it's far and away the cheapest, and provides more armor than either item. I'm thinking it needs to be closer to 3K.

A removal: Just get this stupid "I'll take this on my mage just to piss of their AD carry" item out.

A re-balance: keep it, but re-tool it. Perhaps lowering the return damage or the armor bonus?

Thornmail is balanced.

All you need to counter it is a Negatron Cloak-based item (or a Wit's End) to halve the damage.

It costs 2k because it's worth 1.5k without the passive (and nobody's going to pay 3k for a half-value item, the passive isn't worth that much). For a price increase, it would need extra stats or ridiculously high armor.

Thornmail is a niche item that people, even tanks, only buy if the enemy team has 2~3 people who rely mainly on auto-attacks. It's a niche item.

Like a team with Shaco, Caitlyn, and/or Twisted Fate.

For general purposes, Randuin's Omen and Frozen Heart are equally good items to countering DPS.
So Thornmail is not as impressive as you think it is. Building it has extremely heavy opportunity costs.

Fixed

Thornmail is for punishing lifesteal and giving your team a slight edge if the other team is heavy on strong auto-attackers. It is most effective on taunt champions, people who are getting focused, or if taken on the entire team. However, for non-Galio taunt champions, it is much better to get a Frozen Heart and/or Randuin's Omen and taunt the mages instead. As you will actually be reducing enemy auto-attack dps with something other than armor (attack speed slows), and taunting a mage stops his/her casting and all of his/her damage.
