The issue with sion, imho, isn't the burst potential, because as has been touched upon, that isn't that bad. It's largely like Phreak said: the consistency of it. True, he doesn't have as much potential damage as Xerath or Kennen or someone like that, but his damage is nigh-impossible to avoid. In-lane, the stun-shield combo is harder to shut down than people have been making it out to be. Assuming he's smart, the shield is pre-charged, which takes some of the time to destroy it, and then he'll hit you with the stun, meaning no damage onto it anyways. Unavoidable damage.

Lategame, while it's true that you can pop the shield if you focus it down, it forces you to put far too much of your damage onto it. Your decisions become "let sion barrel in and burst my whole team down" vs. "focus sion's shield, and let their AD carries tear through everything." Especially considering that, again, if he's smart, he's charging in to hit your biggest damage-dealer with his stun, removing a lot of your damage for a time to begin with.

The problem with sion isn't his raw damage, it's the fact that that damage is unavoidable in lane, and late-game his shield gives him enough tankiness to force you to split your DPS.
