This would be a tier 4 item in a game that is supposed to stop at tier 3. Too big, too powerful, too much for one item slot.

From a gold value perspective, that's:

Ad: 1650/45*100=3666.6666666666 gold (based on Bloodthirster)
Armor penetration: 323.6666666/15*25=539.44444444444444 gold (based on The Brutalizer ignoring the cooldown reduction because if you count that the armor penetration is free.)
Spell Vamp: 330/15*20=440 gold. (based on hextech revolver upgrade)
Cooldown reduction: 320/10*15=480 gold. (based on kindlegem upgrade formula, gold/% rounded down).

Total Gold value: 5126.11111 gold. Which means that your item that costs 5612 gold and provides too many total stats for a single item slot is actually overpriced by more than 485.888888 gold. Items that provide no defensive stats are usually underpriced by around 300 gold or so.

Okay, firstly: SPELL VAMP!?! Do NOT completely change an entire stat to another. You'll get nowhere. Secondly: That much gold for that few stats? Try again, bub. Take out teh CD reduction and Armor Pen, and you get a Bloodthirster. Which only costs 3000 gold. Which also (At full stacks) gives you twice as much lifesteal/spellvamp. (No Spellvamp, actually, it's just that you used spellvamp instead of Lifesteal.)

So that means you pay about 2,600g to get Armor Pen and CD Reduction. Ouch. Not worth it. Just buy a Bloodthirster, a Brutalizer, and that fire rock thing (Can never remember the name) And you get far more stats for far less gold. FAIL.
