I've been curious about it's history, like who found those cities, who ruled and yeah...

None really given. It's all just conjencture. "Rarr, we're philosphically opposed! We're also apparently sworn enemies despite being on opposite sides of a pretty massive continent! Yeah, I dunno either!" Presumably they just never got along, even back when they were (presumably) nomadic tribes.

It's worth noting though, that Noxus has not always been a militaristic meritocracy. They used to have nobles, much like Demacia. Perhaps they used to be together and they broke off, or something? Who knows?

You found their pages insufficient, right?: http://na.leagueoflegends.com/learn/lore/demacia

The Demacia page states "Since the rule of Jarvan I, there has never been an attempted coup or rebellion of any kind in Demacia" while the Noxus page notes that leader of Noxian High Command has lead before even the first Lightshield of Demacia, implying there was some political change before Demacia became the constitutional monarchy it is now.

...I want to know about what happened then too.

From where did you get that? I don't recall knowing that.
EDIT: Found the concept you mentioned in LeBlanc's background.
