That would make certain AP's quite overpowered...getting extra Hp is what RoA and RCS are for.

That fit in nicely with my morgona Build..
Rod of Ages, Rod of Ages, Rod of Ages, Arch Angels, AP-Atmas, Death Cap..
(630 hp + 725mp + 80 ap)x3 + (1400 mp + 45 ap) + ap atmas + 140 ap
so total:
1890 hp (x2%= 37.8ap) +3575 mp (x3%= 107.25 ap)
So
569 ap (x30% = 170)
Final Stats:

1890 hp, 3575 mp, 739 ap
all without base states, runes, masteries, or anything. Ahhh yeah.
