I'd love to see a solution like this. Maybe it would help encourage players to defend points instead of just trying to inflate their personal scores by running all over flipping points.

I hope Riot doesn't knee-jerk nerf speed gains. People are learning once you calm down and get better positioning, endless speedy ninja caps aren't really a problem.
This issue only affects bad teams and first to windmill cap attempts. During the rest of the match, IF and I mean IF, you are holding/defending the points correctly, high speed is null.
