While it is true that negative armor amplifies damage, ArPen can't send an opponent's armor negative. Only Armor Reduction can do that. However, champions have base armor, so it still isn't entirely wasted early game.

Armor Pen or Magic Pen should be essentially a must have for your reds on almost any rune page.

From the standpoint of gold value AD runes are worth more than ArPen runes are, though not by much. Get ArPen if you're playing someone with really high physical base damage and low scaling. Nasus comes to mind. AD is nice on pretty much anyone with AD ratios.

Also keep in mind that ArPen doesn't help your damage against towers at all.

Trying to maximize jungle? AD is better, you only need 12 ArPen max if you really want. AD is still better, especially if you're picking up the 6 ArPen from offense.

Trying to maximize PvP damage? ArPen is the way to go on almost all champions. Including many of the champions with high AD ratios. Notable exceptions: Udyr and Jax. But only because they are Hybrid and can't benefit from Penetration to its full extent. Even Lee Sin does more damage with ArPen than with AD.

Trying to maximize level 1 damage? Most champions start with 17ish Armor. Go for that much ArPen and then AD (typically ArPen Red + AD Quint). Going to drop off pretty quick though as they level up though. Tanky champs tend to start with more, too.

I forgot to say, AS reds give the best DPS if you are jungler (esp. w/ wriggles procs) or melee DPS or scale of DPS like TF, Xin, Irelia, etc.

15% AS is 15% more DPS.

AD runes if your jungling for any other case go with Arp runes... why?

Attack damage runes serve a significant bonus early when attacking things with little to no armor i.e like minions, Arp scales with your damage as the game progresses. Ad falls short in almost EVERY aspect. besides jungling.

negative armor only happens if you are using armor reduction ie black cleaver not penetration ie brutalizer.
