Shouldn't you ask what the best jungler in low/mid elo is if you're trying to get TO high elo?
Anyone you take the time to master.
learn to play every jungler
memorize their routes/skill orders/paths/times.
learn to play against every jungler
learn to fit your jungle champ into your team comp, and against enemy team comp.
there is no one jungler; learn them all.
to answer your question:
all very powerful junglers.
if you want some advice from a player who basically *only* jungles: nasus jungle is fun as F*CK

learn to counter jungle
learn what to do when counter jungled
and i guess most importantly; learn to make GOOD decisions.
people jungle at low/mid elo? i figured lack of jungle, wards and map awareness was why they were low elo to begin with..i mean..thats clearly whats keeping me down.
I jungle low elo... It's completely different than high elo because if you know what you're doing, you end up buying wards for the team leaving you poor and alone... forever alone.
That and it's a lot harder to gank since either your team is so weak that they're harassed to the tower with 100-200 hp or they've pushed their lane so far that a gank would be a tower dive.
Nocturne > Gangplank > Lee Sin > Udyr > Trundle
All other jugnlers are inferior
Trundle's probably the easiest jungler to learn since he doesn't rely on his ult to gank, meaning you have more error room to keep trying

lee sin is currently the most popular jungler at 1500 ish. Literally 9/10 games have a lee sin in it.
