Sorry about my English!

I've been testing some things ...
Just reinstall (REMOVE / CLEAN INSTALL) League of Legends. In the first run the game will reach more than 60 fps. (Can reach up to 200fps (+) or more, depending on your video card.) (120fps on my video card)
But for some reason only works the first time.
If the game is closed the problem returns.
The most curious thing is that if I run the game on minimum settings, the fps keeps around 40.
In other words, running the game in the maximum or minimum, does not affect the fps.

The problem is in the league of legends because I can run assassin's creed 3 around 30 ~ 40FPS.
Admittedly, AC3 requires more hardware than LOL.

Notebook (Philco PHN 15006)
Intel Core 2 DUO T9400 (2.56GHZ - 6MB Cache L2)
ATI Radeon HD 4650 - 512MB (550mhz Core Clock / 700mhz Memory Clock)
2x2GB (4GB) DDR2 (800mhz)
Windows 7 Ultimate - 64bit
