I want to buy a new set of runes for ad heroes but i dont know whether straight up attack damage or armor pen runes are better,can someone hep me out?

I'd suggest getting armor penetrations runes since with attack damage, you can get those stats through items much easier than armor penetration.

Armor penetrations helps with attack based skills and flat attack increase your auto attacking damage.

Flat attack damage runes can be easily countered by stacking armor but armor penetration goes through it. The flat attack will help during the early game process but the armor penetration scales better in mid-late game.

You won't see the numbers in the parenthesis but you will see a damage increase because it goes through the armor the champion currently has with a percentage.

Definitely Armor pen runes for Marks and potentially Quints as well. Glyphs and Seals are typically better as something else depending on the champion, but armor pen or straight attack damage for sure. Like Kayru mentioned they will definitely be more effective past early game and the only real benefit of those would be for jungling faster or for someone like Ashe that crits often and early on.

It doesn't matter what the ability scales with, it matters what type of damage it is. Abilities that deal physical damage will be reduced/increased by Armor/Armor Penetration. While most abilities that scale with AD deal physical damage, there are a few that scale with both AD and AP (Corki's ultimate - magic damage), and all of Kat's abilities scale with AD but deal magic damage.

Definitely go with armor pen runes, they benefit more late game where champions have higher armour. Having 25 armor penetration in runes at lvl 30 is better than 20-30ish extra attack damage in runes early/mid/late games.

One more chiming in for 100% armor pen. Attack damage can always be added via item builds...not the case with armor pen.

EDIT: I AM MAJOR FOOLISH PERSON!

The major points for Mpen are as follows:

  • Mpen Reds + Sorcerer shoes give you "true damage"

This is the major point for getting them. ADs don't spend mana to auto attack, and 1 more attack is usually of little consequence when compared to another cast of a spell, which takes mana to do, and generally you don't have that early.

Most people don't by magic resist at all, allowing you to do maximum damage almost all game, and this allows you to do better "burst" math to see if you can absolutely kill them (rather than guessing). Those people who don't buy resists are usually the carries and opposing casters that you want to obliterate fast, so it makes your job easier.

  • Most spells are magic damage

Which is another strong point. Very, VERY few spells do specifically physical damage. Tanks/Ye olde beef tend to all have magic spells, these tanks have high base/low ratio damage, and also tend to stomp faces in the early game when people don't have defences or health and they can go kill and maim un-obstructed.
