Game Freeze & Loading Issue [Within' First 15 Minutes Only]

A couple patches back, my LOL client started behaving real funny.

Problem 1
Out of all my friends I had (have) the best computer and always loaded first. Suddenly, my load time drastically increased. This was around the same time as the new patcher. I accepted this as it had no impact on my gameplay, despite how horrendously long it was in comparison to my original load times (going from 10-15 seconds to 2 minutes is a stretch.)

Problem 2
When the game loads, I'll get to 2 seconds and my game will be frozen for 10-15 seconds. Again, not a major issue but it does prevent me from buying fast and rushing over to plant a ward for counter ganks in the jungle. Not a major deal but I can live with it.

Problem 3

Anywhere from the first minute to fifteen minutes the game WILL freeze from anywhere from 10-15 seconds.

This generally occurs while I'm in lane and have chosen to engage the enemy.

7 times out of 10 I will load to a death screen.
2 times out of 10 I will load to see our opponent with 50HP escape.
The other 10 % I will miraculously be ignored or in a safe enough position to not have to worry.

After the freeze, it will not occur again.

This issue went away for a short while but after the last patch or two, it returned.

Processor: Q9550
RAM: 6gigs DDR3
GPU: GeForce GTX 260
HDD: 300gig 10k RPM

Preliminary BS That Most Tech Folk Like to Ask
1. Windows is up to date.
2. Graphic driver is up to date.
3. Direct X is up to date.
4. Router has port forwarding enabled
5. Have played without router.
6. Antivirus is up to date.
7. Have played without antivirus.
8. Game has been uninstalled and reinstalled.
9. Computer has been defragged.
10. Background programs have all been shut down.
11. Just for kicks I ran PC-Check and QAWin32, all my hardware is fine and fully functional.

Short of formatting my PC and starting from scratch, I'm at a loss. I'm not ready to wipe everything out and start over just for one game, especially where it may not be an issue on my end.

If anyone has any other ideas, I'm all ears. If I've left anything out, let me know. I'll happily attach it.

UPDATE!:

The first time I move my mouse over my passive ability, that is when the game freeze occurs.

UPDATE! #2:

The issue has been resolved. My Kaspersky 2011 was removed and replaced by the 2012 version. The passive freeze bug is gone as well as my loading issue.

I had the same exact issues. My specs are:

Mac Pro (2007) running Windows 7 through Bootcamp.
Computer Specifications
Processor: 2.4GHz Intel Core 2 Duo
RAM: 2GB (two SO-DIMMs) 667MHz DDR2 SDRAM (PC2-5300)
GPU: NVIDIA GeForce 8600M GT with 256MB of GDDR3 SDRAM and dual-link DVI
HDD: 160GB Serial ATA; 5400 rpm

Additionally my game freezes (for about 10-20 seconds) whenever I mouse over CERTAIN champions passives and ALWAYS when I open the shop.

I'm actually shot for shot with the OP's issues.

My spec:
OS: Windows Vista Home Premium 64x
Processor: Intel Core2 Quad CPU Q8200 @ 2.33GHz
Ram: 6GB
GPU: Nvidia 9500GS

I ALWAYS freeze at the games start up. And within the 10-15 minute mark i'll freeze for at least 10 seconds.

Uninstalling the game does nothing to solve my problem, neither does repairing it.
