"Idiot, you've activated MY trap card with your trap card!"

Tenacity is already such a miniscule effect and on so few items that I don't think it's a major enough component of the game to have counters to. I mean, tenacity in itself is to counter CC, and it's only really noticeable if you buy Merc Treads or if you use tenacity on certain champs who already reduce CC duration such as Irelia and Trundle. If there's ever a 50 Tenacity item, then maybe a counter would be in order.

A counter item to a counter item seems silly.

It's one thing to get last whisper/void staff against tanks, it's another to dedicate an item slot to lower a 25-35% cc duration reduction to something smaller.

CC may be a big part of Dota/HoN/League, but Dota and HoN both have items that make you immune to almost all CC for 10 seconds(lowering down 1 second each time to 5 seconds but still). Point is, there is a complete hard counter for stun heavy teams in Dota and HoN, but heroes with those abilities are still always picked. Tenacity helps make CC a bit more bearable, but stuns and such are still great, and a counter to it isn't needed and probably wouldn't help at all.

Olaf hard counters CC

Plank has a pretty good chance at it too.

if anti tenacity only counter tenacity then it would be good just like magic pen counters magic resistance and cant go below 0 so hero would only do there true amount of CC and nothing more
ive found it alot harder to land darkmatter on veigar since tenacity came out because my stun early game is so minimal now

CC does not need to be made stronger in any way shape or form.

If anything there need to be better counters to CC, not the other way around.

No because that's the point of tenacity. Imagine if there were items to remove unique effects or reverse magic/armor penetration.
