40% is the max cap... I use 9 CD/18 blue runes coupled with a golem buff and doing a 9/0/21 mastery build (doesn't need to be 9/0/21 but as long as you grab the 3% cdr from offence and 6% cdr from utility) gives max CDR at lvl 18... an easy way to test how much CDR you have is open the character page in a game (push C) then click abilities and it will show you the original CD on all your abilities so you can calculate how much more CDR you need to max out (10 sec cd = 6 secs with max, 120 sec cds are 72 secs, 6 sec cds are 3.6 secs... just listed a couple of the more common cooldown times to help)

As stated on the previous page: It depends on your character and at what point you want to be able to spam your abilities. If you won't be spamming until mid-late game, /levels are better for 2 reasons: 1: they're cheaper. 2: they'll shortly pass the flat runes, if they haven't already.

However, if you are someone who wants to be able to spam early game (Zilean or Ryze anyone?) then the Flat runes could be much better. Also, if you like having items like Frozen Heart or Deathfire's Grasp or Nashor's Tooth, flat is probably better so you don't bother passing the Hardcap

lol, as a joke, the max CDR(note the 40% cap, making this build in RL worthless, but as a joke insane) recipe would be....

Nashor's Tooth - 25% CDR
Morello's Evil Tome - 20% CDR
Frozen Heart - 20% CDR
Ionian Boots of Lucidity - 15% CDR
Shurelya's Reverie - 15% CDR
Deathfire Grasp - 15% CRD

Add in Golems Buff at lvl 18, and you have 135% CDR reduction. With the afformentioned 19% CDR reduction from runes, you cap at 154% CDR. Add the 8% from masteries, your CDR caps at 162%. Your CDR is so insane that you can just hold the skill button and instantly it would fully burn out your MP, destroying everything in your path. Of course, with the ingame CDR cap at 40%, overall this build is a ton of bull, unable to do anything but get you laughed at as your Damage would be so pitiful that peeps would consider it a mercy to kill you.
