A warning option in Tribunal

I think one of the missing things from tribunal is a Warning option to go with the Punish and Pardon choices. There is a gray area that is missing and makes everything black and white in Tribunal. It think this makes it easier for Riot to decide if a player deserves a warning, outright ban, or pardon.

For instance a player uses a homophobic slur once or twice. Everyone will say punish that player, that player might get banned, when they real should get a warning.

When you vote Punish on a case, if its their first time being brought up the first punishment is always a warning. So what your suggesting is already inherently in the system.
