How do you counter Mordekaiser?

He has a shield that dominates early game, and gives him natural tankiness later on, so he can also build for damage output. What's the best counter for him?

Early ganks. If hes mid, he is super suspectible for ganks (get him in 3 pplz from top and bot). I mean, you and your team MUST gank him, because when left alone, he farms like a madman. And later on, if hes farmed (i do not mean kills, i mean creep score), hes really annoying, because he has a lot of hp/armor/mresis+shield, and he deals decent dmg (if he has 0 AP, you can ignore him). If hes super tanky - ignore him, if hes super ap - burst him so he can't get his shield up multiple times.
And magic resist - he deals only mgc dmg.

You need to stay away from your creeps so he is forced to charge on minions/build cs or harass you with spells, allowing him to do both is not wise. The dot champs hard counter him, Cass, Malz and Teemo(who maxes E first) will pretty much destroy Morde and force him to laneswap or tower hug. Cass in particular can wreck Morde starting from level 2 on - most Mordes build health regen first and not boots, you can take advantage of this early on to dot harass him repeatedly. Teemo with boots first can do this too, as can Malz with him being Malz.

His shield is deceptively weak early game actually. Harass him constantly

Everyone so far is right. At low levels Morde is not as tanky as you probably think he is. Ganks of any kind are a big deal, and any real damage you do to him through the shield is a big deal -- all of his skills cost him life, so even if he has Regrowth it's hard for him to keep his health up. If you get him down to half health or whatever, suddenly he has to play defensively and you get to dominate the lane. So "failed" ganks can be enough to just make him recall or play defensively, either of which is a win.

And, of course, MR is huge against him.

finally a counter to morde thread that isnt full of trolls yet
build some mr early and as stated above gank him b4 LvL6 to cause him problems

His shield is miserable before level 3 and only decent 'till level 6.
If you have no ranged champions then you pretty much dun goofed against him.
Examples of champions who are effective against Mordekaiser are Anivia, Ashe, Malzahar, LeBlanc, Lux, Morgana, Kayle(a lot lesser than previously mentioned, but still does the job), and I'm sure a dozen or so others.

But you need to be aggressive against Mordekaiser. Kite him and zone him, if he's away from minions he's going to take some pretty heavy damage and won't be able to do much about it. Even if it means a 1v1 fight with him, go for it. He's much weaker in 1v1 than if there were more of you, keep that in mind. If you can't zone him properly then make sure you can hit him before he uses his Siphon, or at least intimidate him.
Of course ganks and CC counter him, they counter anyone. So make sure you use'em.
And as with any champion: Shut them down early and they're useless.
If you have open item slots, pack potions. Those things help against anyone, but if he uses his ultimate on you then pop that potion. It'll help, even if you're ignited.

If he builds straight tank his damage output is easily negligible by a Negatron. If he builds straight AP then he's easily squishy in skirmishes (but not full frontal team fights). If he's going half-and-half, well, that's a bit of trouble and you're actually going up against a decent player.

One of the main dilemmas about Mordekaiser is that he isn't so much of a big threat unless his own team is (4v6 is never fun). Also, shouldn't be caring TOO much about him because there are much bigger threats out there. But he can push and farm relatively easily.
